EU cancels tender after Kenyans’ quote too high

The European Union, through the 11th European Development Fund (EDF), announced on Tuesday that it would cancel a tender in Kenya after bidders quoted above market prices.

Interested bidders had been asked to submit their tender documents for construction of underground, high and low level water tanks, septic tanks, sewage systems, public toilets, cold rooms, hazardous rooms and transshipment sheds in the Moyale border post in Kenya.

The project was expected to be funded by EDF in partnership with the Common Market for Eastern and Southern Africa (COMESA). under the supervision of the Ministry of Investment, Commerce and Industry.

Speaking about the cancellation of the tender, it was revealed that EDF did not consider it profitable to invest in the program.

During the call for tenders, it was reported that bidders would be subject to local competitive procurement using request for bid (RFB) formulas as specified in the EDF and COMESA guidelines.

The tender was divided into four lots; The first batch dealt with the design and construction of underground, high and low level water tanks and a pump house at the Moyale border post.

Lot 2 was the design and construction of toilets and rehabilitation of the sewage system at the Moyale border post and the third lot was the design and construction of the cold room and dangerous goods room.

Finally, the last part of the tender was the Design and Construction of a Transshipment Shed.

The EU has canceled the first batch and made changes to the other lots after inflating the offer prices.

“The lot was not awarded because there were no financially worthwhile tenders as the prices offered were significantly above market prices and did not represent good value for money,” the EU stated.

“In the event that a new tender is launched for this project, a new tender notice will be published, unless the contracting authority awards the contract through a negotiated procedure, in which case only the contract award will be published.”

Lot 2 was modified by canceling the design and construction of the cold room but the design and construction of the dangerous goods room was maintained.
